王俊文  教授

王俊文教授现任北京大学老年研究所教授、台湾行政院卫生福利部医院评鉴委员、台湾行政院公共工程委员会专家委员，曾任职台湾中山医学大学教授/高级医管师。王教授的研究方向为健康管理、医疗事业经营管理、医疗政策研究等。

現代醫院治理-質量及病患安全

醫院的技術及服務質量直接關係到人民群眾的健康權益及個人安全。持續改進質量，保障醫療安全，是醫療衛生事業發展的重要內容和基礎，更對中國構建分級診療體系等措施的落實和醫改目標的實現具有重要意義。

醫療質量管理為一項長期工作任務，需要從制度層面加強保障和約束，建立完善醫療質量管理的工作機制，創新醫療質量持續的改進方法及形成組織文化，才能保障消費群眾的身體健康和生命安全。

中國《醫療質量管理辦法》於2016年11月1日起正式施行。高度總結了中國改革開放以來醫療質量管理工作經驗的基礎，並充分借鑑國際先進做法，其中心制度包括了18項醫療質量安全核心制度。這是指醫療機構及其醫務人員在診療活動中應當嚴格遵守的相關制度。

凡是人都會出錯，唯有在"不傷害病患"的前提下，落實醫療質量管理的制度及文化，全面提升各分級診療機構的質量水平，2030健康中國的理想才得以達成!

Hospital Administration in Quality and Patient Safety

The quality of technology and services in modern hospitals is directly related to patients' right and safety.  Continuous quality improving and patients protecting is critical to the development of healthcare industries.  And also shows the significant meanings for the suscess of referral system and healthcare reforming in China.

Healthcare quality management is a long term task.  The task needs a comprehensive system to support, with an operation mechanism and innovative method and organization culture, to really protecting patients' health and safety.

The China's Rules of  Healthcare Quality Management is launched on Nov. 1st of 2016.  The regulation includes the China's past experience and the most advanced worldwide methods, with 18 "must complete" core requirements that all the hospitals and staffs should obey and complete.

To err is human, but " do no harm " should be the most basic principle for the healthcare quality management of whole hospitals, therefore the goal of 2030 Healthy China could be achieved eventually.
